Snap the flasher - police give out cameras to catch offender

Thursday, 5.05pm - SNAP the flasher!
That's the message from Lincolnshire Police who are giving out free advice packs containing a disposable camera in a bid to catch a man wanted for indecently exposing himself to a lone woman.

Police said the camera is to be used to take a photograph of the offender's face to assist with identification, should he strike again.

Police in Louth are warning walkers using the Hubbards Hill area of the town following the incident.

Although it happened in early July, the offence was not reported for almost three weeks. And police have said there have been a number of unconfirmed reports of similar incidents involving a man acting strangely in the area.

The confirmed incident happened on Saturday, July 5, at around 10.55am.

The 45-year old local woman was running with her dogs when she passed a man who held a gate open for her which leads onto Crowtree Lane.
The man's demeanour concerned the woman, however, she continued on her run.

On a footpath she saw the man again, this time he was standing under a tree. He turned to face her and indecently exposed himself.

Pc Nic Hanson from Louth Police Station said: "We are concerned for people walking alone in the Hubbards Hill area, particularly women. Our concern will only increase as darker nights draw in. We're keen to identify this man, but in the meantime we need to ensure that people out walking or running in the area remain safe."

The man is described as white, in his late-twenties, of tall and slim build with short dark hair and a pale complexion. He was wearing blue jeans and a grey jacket.

Although he was not threatening in his behaviour, the woman described the man as acting strangely.

The packs also gives personal safety, crime prevention advice, and contains a personal panic alarm.

"We would encourage people who regularly use the Hubbards Hill area for walking or running to pick up an advice pack, which are available at Louth Police Station," added Pc Hanson.

Other advice includes:

l try to vary your route and time
l stick to well-lit roads with pavements on commons and park lands
l keep to main paths and open spaces where you can see and be seen by other people
l avoid wooded areas
l try not to take short cuts through dark alleys, parks or across waste ground
l walk facing the traffic so cars cannot pull up behind you unnoticed
l if you think someone is following you and you have checked by crossing the street more than once, if necessary then go to the nearest place where there are other people, such as a pub or anywhere with a lot of lights on and call the police
